Official summary

The vehicles listed above are equipped with a push button start/stop ignition system. Unlike previous Mazdamodels, there is no key cylinder on the steering column. Therefore, the engine cannot be started with theauxiliary key if the room fuse is removed or if the transmitter battery is dead.NOTE: The auxiliary key can only be used to lock or unlock the doors. It cannot be used to start the engine. Two transmitters are placed in a vinyl bag and stored in the center console cup holder. Since the room fuse is not installed during vehicle assembly, a new procedure is required to start the engine.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
