Official summary
Dealer message - When repairing a vehicle pursuant to a Safety Recall service bulletin, it is critical that all steps of the repair procedure are taken and followed. The proper corrective action to be taken and followed, along with the complete required parts information, is outlined in the applicable service bulletin. Bypassing steps set forth in the service bulletin and parts required for the repair in the name of time or convenience (or for any other reason not authorized by American Honda) is improper and can put customer safety at risk, as well as result in a come-back repair.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
