Official summary
Some customers may experience a lack of power when driving. The master warning light or the check engine light turns on and DTC P130C:00 and U0401:00 (ABS) stored in memory. It occurs mostly at low temperatures. Once the ignition is turned off and on, the concern may disappear. NOTE: DTC P130C:00 may not be found upon M-MDS self test since this DTC is detected when the condition occurs in two drive cycles in a row. The PCM turns the master warning light on during the first drive cycle, then stores a pending DTC. The master warning light and check engine light come on in the second drive cycle

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
