Official summary

Technical Bulletin (Fuel Rail / System Pressure, Fuel Trim, and Fuel Pressure issues): This document informs of Excessive wear of intake camshaft lobe that drives the high pressure fuel pump. The wear limits maximum pump piston lift, causing fuel rail pressure fluctuations. The wear on the camshaft lobe can also lead to wear on the base of the high pressure fuel pump cam follower. The product solution for this issue was to Increase surface hardening of camshaft lobe for the high pressure fuel pump.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
