Official summary
There is increased friction in the air spring compressor valves at temperatures below ?13° F (?25° C). This can result in a situation in which the maximum control current is not sufficient to actuate the valves. As a result, a warning message will be displayed in the instrument cluster and Porsche Active Suspension Management (PASM) will stop working temporarily. Re-program PASM control unit using the PIWIS Tester with software version 33.010.030 (PIWIS Tester 3) or version 17.100.030 (PIWIS Tester II) or a higher software version installed.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
