Official summary

Some vehicles may exhibit a squeak noise at the rear beltline when the door glass moves up and/or down. This concern happens especially when the door glass is wet with moisture or after a car wash. This is caused by stick-slip noise occurring at the contact surfaces between the door glass and the weather strip. With repeated moving up and down, the anti-noise paint on the weather strip peels off. To prevent the stick-slip noise, a polyester film has been attached at the applicable location of the weatherstrip.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
