Official summary
Frequent engine starts under extremely cold ambient temperatures may result in oil seepage from the engine oil pressure switch. This concern may be caused by a lack of durability of the oil pressure switch under these conditions. To correct the problem, the oil pressure switch has been improved to increase the durability in cold ambient temperatures.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
