Official summary

"situation: an issue has been identified on a limited number of 2015-2016 model year discovery sport (l550) vehicles where the forward 4 x m10 fixings (inboard and outboard) and the rearward (inboard only) fixings of the second row seats may have residual torque below the minimum specified limit. Action: retailers are required to hold only affected new vehicles that are within your control and refrain from releasing the vehicles for new vehicle sale pending completion of the service instruction detailed in this technical bulletin."

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
