Official summary
"situation: the engine may exhibit reduced power on acceleration after long periods of driving in wet conditions, continuing until the engine is switched off and restarted. Additionally, an engine warning message will display in the instrument cluster message center and the engine malfunction indicator lamp (mil) may illuminate. Cause: this may be caused by inconsistences in the vehicle calibration combined with moisture entering the engine through the air intake system."

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
