Official summary
"issue headlamps assemblies are being replaced when the fault is with the ballast module. Action when you switch on the ignition and headlamps if the ballast module has failed you can clearly here a ticking as the ballast module is trying to strike. These ticks are rapid (sound like a bird cheeping) and sound 10 times before switching off. To confirm the ballast module is at fault repeat the procedure, the lamps and the ballast module will retry and again produce the ticking sound if the ballast module is at fault"

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
