Official summary

"situation: an issue has been identified on a limited number of 2013-2014 model year range rover evoque (l538) vehicles which do not have the passive / keyless entry feature enabled. Action: retailers are required to hold only affected vehicles that are within your control and refrain from releasing the vehicles for new or used vehicle sale pending completion of the rework action detailed in this technical bulletin."

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
