Official summary

"issue: during the replacement of a 9hp 9speed transmissions (currently fitted to l538 'evoque' vehicles), it has been highlighted through incomplete warranty claims that not all of the necessary components are being replaced. Cause: technicians are not carrying out repairs as per topix procedure and re-using old fixings where it is not suitable to do so. One example of this would be the 'flex plate' to 'torque converter' nuts, topix clearly states that new nuts must be installed."

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
