Official summary

"description on a limited number of 2013-2014 model year land rover range rover evoque and 2014my land rover range rover vehicles within the listed vin range, the transmission control switch (tcs) may fail to rise when the engine start/stop button is pressed (ignition switched 'on'). Repeated cycling of the engine start/stop button may temporarily overcome this issue."

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
