Official summary

"situation: an issue has been identified on the listed vehicles where the transmission control switch (tcs) may fail to rise when the engine start/stop button is pressed (ignition switched 'on'). Repeated cycling of the engine start/stop button may temporarily overcome this issue. Action: retailers are required to hold all affected vehicles within the listed vin range that are in their control and refrain from releasing the vehicles for new or used vehicle sale pending completion of the rework action detailed in this technical bulletin"

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
