Official summary
Some vehicles may exhibit brake fluid seepage from the brake master cylinder reserve tank cap. The upper surface of the reserve tank may appear dusty or dirty where the brake fluid seepage has occurred. This concern may be caused by a decrease in sealing performance of cap due to aging deterioration. A new cap with improved sealing performance has been established as a service part

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
