Official summary

Some vehicles may exhibit a squeak noise coming from the front stabilizer (a) when driving on rough road surfaces or passing over speed bumps.due to a lack of hardness on the edge of the front stabilizer bushing (b), noise occurs between the front stabilizer and bushing. The shape of the bushing has been changed to eliminate the noise.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
