Official summary

This is caused by improper control logic of the pcm. To correct the problem, the control logic of the pcm has been changed.de-choke mode1.fully depress the accelerator pedal and crank the engine for 4 to 5 seconds.2.turn the ignition switch to the lock position and release the accelerator pedal.3.start the engine without depressing the accelerator pedal.
What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
