Official summary

Pitstop: force-starting optima hybrid engine using gds: if you encounter an optima hybrid with a no-start condition, check if the ready lamp is flashing in the cluster and verify the hybrid battery state of charge (soc) ranges from 15% to 20%. If these conditions are present, a technician may use gds to force start the engine and resolve the concern.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
