Official summary

14327 - special coverage. Some vehicles may have been built without a steering gear umbrella seal. Without the seal, water and dirt may enter the system and could cause the rack and pinion parts to corrode. If corrosion exists, the feel of the steering wheel will be loose. If the system is not serviced when the parts become loose to the feel, then the parts could fail, resulting in the steering wheel spinning freely. Dealers are to replace the steering gear.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
