Official summary
Customer letter - under certain driving conditions, the software in the pcm causes a low pressure problem in the cvt. This may allow the belt in the cvt to slip. If the belt slips, you may see a surge in rpm when driving at highway speeds. If the belt slips long enough, the transmission will be damaged, and dtc p1890 will set.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
