Official summary
14308 - special coverage. Heavy duty diesel powered vehicles equipped with a 6 speed automatic transmission, may have a condition in which increased transmission oil cooling circuit pressure may cause transmission fluid to weep or leak. This loss of fluid occurs near the transmission cooler at the crimp joints on the metal ends of the cooler line where it joins the rubber hose. The increased oil cooling circuit pressure is experienced during vehicle operation at extreme low outdoor temperatures. If condition occurs within stated special coverage terms, the cooler lines will be replaced

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
