Official summary
This preliminary information communication provides information to the technician how to diagnose and repair vehicle that have an engine oil leak on the side of the oil pan. During inspection you may find that the oil leak appears to be coming from one of the bolts that secure the side of the oil pan to the crankshaft main bearing caps inside the pan. When installing this new bolt apply general motors pipe sealant to the threads of the bolt. Also, verify that the machined surface around the bolt hole in the oil pan is clean and that there are no imperfections.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
