Official summary

If you encounter a customer complaint that the engine is difficult to start, the camshaft position sensor air gap may be out of specification. This is caused by an irregular stamping of the camshaft position sensor plate. To remedy the condition, a shim will need to be added to the bank 1 (right hand) camshaft position sensor to bring the air gap into specification. Note: dtcs p0341 and p0346 are applicable to 2013my vehicles only.

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
