Official summary

Bmw: airbag warning illuminated; fc 9309f1 is stored in the acsm3. Airbag warning lamp is illuminated in the instrument cluster, and fault code 9309f1 (front passenger seat occupant detection) is stored in the active crash safety module (acsm3). The fault is set as a result of low voltage in the vehicle. Do not replace the acsm3 or the seat occupancy mat. Clear the fault code and check the battery condition. If necessary, perform energy diagnosis. A software update is expected in march 2011 to prevent this fault from occurring. Models f07, f10, f01, and f02. No model years are listed. *pe

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
