Official summary

A stall and/or no crank, no start condition after the wipers are used. The service engine soon light may or may not be illuminated and the customer may report other problems with the cruise control system. A tech 2 diagnostic probe will find numerous dtcs which could include p0608 cruise control, c0460, c0461 steering wheel sensor codes, and possibly a no communication issue with the pcm. Engineering has determined the wiper motor crank arm is contacting the ubec wiring harness and cutting the wires. *tt

What a TSB means. Technical service bulletins are repair guidance manufacturers send to dealers — they are not recalls, and repairs are not automatically free (warranty extensions are an exception worth checking). The full document is available via NHTSA’s vehicle lookup.
